Document Tolerance Total ve Line

Hello,

For Peoplesoft 9.1 or 9.2, can someone tell me if a Req/PO  compare should fail document tolerance if the totals match (between PO and Req) but the lines do not?

I have seen a few POs that did not fail document tolerance, when lines did not match, but the totals matched.

However, I thought that everything was done at the line/distrib level, so should always fail.
