In Item master description special characters are replaced by ? mark after requerying the item

Hello .  I have created a new item with description which contains few microsoft special characters ( big hypen , punctuation mark ) and they are replaced by  ? .  I know that microsoft special characters are not supported by the oracle . Is there any workaround to display these characters in oracle . More over ,My  item flat  file contains a lot of these special characters and they are created as ? symbol in the item description . Any help is greatly appreciated.  Thanks
