Function Not Available To This Responsibility Error

Hi Everyone,

I am trying to personalize/customize a form in oracle E-business suite. When I navigate to Help >> Diagnostics >> Custom Code >> Personalize  I get the following error.

"Function Not Available To This Responsibility.

Change responsibilities or contact your System Administrator."

Can any one help.
