Quick Hire with Effective Date

Hello Team ,

We are moving Employee Directly to Employee Master using Quick Hire Processing.

However we did observed that effective date was not correct for all the Data Items.

Example - If Employee's Date of Start is 09/01/2015(MDY) and when same Employee updated via Quick Hire effective date shows systems date (Current Date).

How Date can be corrected to 09/01/2015 instead of Date of Uploaded. Effective Date should be date when Employee joins the organization.

I can see the Effective On Date feild in P06011P but cant find the same in P060116Q.

Is this working as designed or Bug.
