PCM 13.1 latest service pack - cannot find any!

Where can I download the latest service pack for PCM 13.1?  Last I heard SP3 was out, but when I look on Oracle support or delivery, I find nothing at all.

We have plenty of clients still on 13, who did not want to make the big jump to Weblogic+BI Publisher.
