Change orders failing in PIP with Error invoking 'populateXRefRow':'oracle.tip.xref.exception.Valida

Hi,

We have installed PIP 11.3 DEV Instance and the end-end sanity test is completed. After migrating the customizations and performing Xref Loading , the change orders are failing in PIP with the below error
