Unable to add location to a Zone in RPM

Dear Support,

We are unable to add a location to zone in RPM

1) Created Zone Group - 1 in RPM.(Regular/Promotion/Clearance)

2) Created Zone- 1 under Zone Group

3) Added Location - 1,2,3 locations under Zone

4) Created another Zone Group - 2  and zone - 2 .(Regular/Promotion/Clearance)

5) Tried to add location - 1 in zone group- 2 . System is not allowing to add a new store when we click on "Location add request " as yes

We want location - 1 to be in both Zone groups 1 and 2.
