FSG Report Publication - Not Submitted all Report set

When we use IE browser so its not assign all report sets of this form We were open all pop up blocker but still same issue other wise if we use Mozilla Firefox so it would easily assign all report set till then 15 report set.

what the issue with Internet Explorere browser ?????

we are also using windows 8.

We have customized FSG publication form
