attempting change password got an issue

Hi everybody

I'm upgrading the EBS from 12.1.3. to 12.2, at the end of the upgrade tried to log on into the APPS

ask me change my passwd and when click on submit botton got an issue:

ORA-04063: package body "APPS.FND_USER_PKG" has errors

tried to compile the object manually and ran utlrp.sql but not works

Does anybody can help me to compile the object.
