Re-imaging issue during baremetal provisioning

Here is my setup:

Enterprise Manager Version 12.1.0.5

Target: Baremetal Server with Oracle Linux (6.7) already installed

I have setup everything as per the instructions in chapter 36 of "Enterprise Manager Lifecycle Management Administrator's Guide". When I start the provisioning process

it completes with the following:

Step: Re-image Targets Phase

Skipped - Condition evaluated to false

Now how do I make it not skip this step?
