Is there any possibility to setup the work order workflow without using Role Based responsibility? P

Question type request:

We have a new requirement from customer. Customer wants to enable eAM work order workflow notification for particular organization. As we verified the document we can see we can generate workflow for work order using AME Method/Rule. To set this AME rule we need Role Based responsibility.But our customer does not want to go to use Role Based responsibility.

Is there any possibility to setup the work order workflow without using Role Based responsibility? Please advice on this.
