Cost roll up not picking up resources

We have an assembly item which has BOM set up as a COMMON BOM and is set up in two inventory orgs.  Routings have been set up individually in the two orgs and identically.  However when we do the Cost Rollup it picks up the resources in one inventory org but not in the second one.  Checked to see any inconsistencies and find that both are identically set up with no differences.

Any pointers where this could be going wrong.
