Install base instance creation org determination in RO workbench

Hi All,

What to know, when a new install base record is created via Repair order workbench in detail tab. What is the criteria that determines in which organization the record should get created. This is the organization field in General tab in Install base instance details page. We notice our install base records are created in master organization when install base records are created via depot workbench. Attached screenshot for reference.

Appreciate any input on this.
