Values not getting distributed proportionately at lower levels

We have below item hierarchy

Product Group --Item Category -- Item

and location hierarchy

Sales Org -- Customer Account -- Ship To Site

and time hierarchy as

Calender Year - Month - Week

Now when user entered value at Product Group and Sales Org level, some of the ShipTo and Item combination have not received any override values. User is overriding a series which has a #UNIT# expression and it is proportional to another series which has values for these combinations (also has #UNIT# in server expression). Any pointers to what could be wrong is appreciated.
