Question regarding CPU Patch dated 2012 for listener vulnerability

We require advise on the applying the CPU patch - dated April 2012 ?

Can we apply the CPU patch individually / would the application of the COST workaround be better than applying the patch? ? (we see that a patch needs to be applied for this workaround for RAC)
