Can't create a host credential for 2 clustered hosts

I am trying to create a host credential for 2 new hosts they are part of a RAC environment (the first one we are managing with OEM)  I am able to create credentials for clustered databases on this environment.  I just can't create a host credential.  It gives me no specific error.  When I go to save the credential It pops up Error with a blank description.  This happens regardless of the node I try to save the credential on.   I can create credentials on every other host.  I have tried multiple " super admin" signons in OEM
