Forwarding one number to another

Hi Guys

I'm trying to do a call forward on the SBC.  I'm assuming HMR is the way to do this.  Normally I would do a call forward on the PBX, but in this case I'm just forwarded 4 numbers to a single number to a fax service and there is no PBX inbetween.

The routing, local policy, realm is all setup.  I've added HMR on the realm.  I can see i have some success, with the TO field being manipulated, but the invite does not and thus it doesn't change.

I'm hoping this can all be done in one simple HMR, but obviously not one I can come up with.  I can cut and paste what I've done, but there are most probably too many rules, and quite a bit of overlapping and obviously its wrong too.  If anyone can help, that would be much appreciated.
