What are all the difficulties can occur If Oracle Apps DBA dont have Database(& DB Server) Access

Hi,

If Oracle Apps DBA don't have access to the database & database server, how much it will affect them to do their SYSADMIN tasks in the application side.

I want to know, what are all the major tasks which cant be done in application end without database access. Ex - Application Patching, Upgrade, etc.
