Problems Converting Workers Compensation History

We are converting a company onto our JDE.......we need to load Workers Compensation History to insure maximums are recognized in WC calculations.  What is the correct process for this?  We've tried an SQL - it loads but on the first payroll the maximum is not recognized.  And when we populate the paytypes thru time entry and pull thru we get the correct amount calculating BUT on the first payroll run again the maximum is not recognized.
