Oracle Project Manufacturing...Is it needed to be setup for Project To Receive Cost For Inventory It

In Oracle Project environment, where there is Inventory, Purchasing, iProcurement along with Core Financials, Enterprise Assets Management is also implemented

In Inventory Management Module, If inventory items are issued for Project and task combination, is it possible to get costs for inventory issued to Projects and tasks, to Oracle Projects Modules ( as expenditure items) WITHOUT implementing Project Manufacturing.

My understanding is that to get costs for projects and tasks in Oracle Projects,  we will need to have project manufacturing setup done, so that we could get cost in Project Accounting modules,  for inventory item issued from Inventory to Project and task.
