What is the basic rule to set the database parameter process, session and transaction

Hi Expert,

Please suggest what is the basic rule to set the database parameter process, session and transaction to maximize the performance in 11g. how we can decide the value for these parameters.

EBS- r12.1.3

database- 11gR1

os- linux 5 (64bit).
