Using the PTO Accrual Balance vs Absence ( Seeded formula ) Offset Parameter does not seem to be Res

I am trying to limit the amount of hours a person can go over their leave totals in OTL using the seeded PTO Accrual Balance vs Absence formula.  I enter 10 in the 'Offset' Parameter, so it will allow the employee to go 10 hours in the negative, but not more.  I noted you cannot enter "-10" in the offset parameter as it only accepts numbers.

No matter if I use Less Than; Less Than or Equal To; or Equal To, the system doesn't seem to respect the value.  I am limited by 10 hours before I can hit my limit, it seems.
