In R12.2.4: Personalize Page is not displayed on site pages.

In R12.2.4, I have set profile option "Personalize Self-Service Defn" using the administrator responsibility.  Personalize Page is not displayed on site pages.  I found "Personalize  Page" under settings, but the menu is not what I expected.  can someone provide assistance, or point to the document I am missing?
