Increase price on a requistion that has been sourced; purchase order is dispatched. Workflow approva

The unit price was changed on a requisition line that was sourced to PO. However, upon submitting the requisition, the approval workflow was initiated but the change request was not created. According to our configuration on Requisition Change Template, PRICE_REQ field on the REQ_LINE is flagged to Track Changes, Initiate Reapproval and Update PO (all 3 boxes are checked). Also, the eProcurement Business Unit Option is flagged to 'Allow Changes to Dispatched PO'.  From what I read in PeopleBooks, you can change item price on a requisition line with a special request item that is sourced to a purchase order.
