How do I get help adding SSO to my APEX site? CUSTOM_AUTH_SSO.MISSING_APP_REG1?

Hi all.  I followed instructions for setting up partner app and made it through document for setting up AUTH_SSO and APEX_040200 schemas but cannot move beyond this last error:

CUSTOM_AUTH_SSO.MISSING_APP_REG1
p_partner_app_name:g_listener_token:HTML_DB:scmlive.us.oracle.com:8080
CUSTOM_AUTH_SSO.MISSING_APP_REG2

User-Defined Exception

Please help or point me to someone familiar with this.
