When testing RTF Reports locally and trying to verify the translations what is the correct syntax fo

Working on taking an English rtf template, translating it (using the xlf) to French and testing it out all locally before uploading it.

With the RTF we are using subtemplates. I have an xlf genated for the subtemplate and can get the subtemplate to show during local testing in english.

The issue is how do I get the the report generator either in MS Word or within the Bi Publisher Report Viewer tool to apply the translations at run time.

subtemplate name is : template_fr_CA.xlf   and using the French - Canada locale
