Wave Launch Failed

My user is having a problem with their email campaign. Whenever they tried to launch the campaign after the load is done, they will receive this error message;

9/28/2015 08:28:51 AM Error invoking service 'Mktg List Export Service', method 'SendEmail' at step 'Send Email'.(SBL-BPR-00162)

and then this message;

9/28/2015 08:28:52 AM Error/Warning : Error invoking service 'Wave Execution', method 'SendOffers' at step 'Send Offers / Vendor Lists'.(SBL-BPR-00162)

I've checked the ESD in the Marketing Server and it shows that both ESD & CTD cannot be started even after few stop-start action. BHD is ok though.

Does anyone have this kind of problem before?
