Getting "Error in downloading file notloaded:undefined siebjs.js?scb=:39" in IP15.2

I am getting the error about "Error in downloading file notloaded:undefined " while opening our application and i am unable to access functions(like SiebelApp) in console of by browser.

Please tell the cause of such an issue and also the solution for this problem.
