How do I get the template types( RTF, PDF etc.) to show in the dropdown on the BI Publisher Report D

When creating a new report definition, I do not have the "Template_Type" field list any dropdown values. I would like to see the options RTF, PDF, XSL, ETX. I see XLAT values exist in the XLattable.

We are on PeopleTools 8.53, Application is at PS FSCM 9.0
