configuration sequence for rates only file from Vertex

Hi Gurus,

We are using EBTax for our tax requirement and would be using rate only file from Vertex.

We are also using a setup as per note Doc ID 1104887.1, where we have created a value set which uses HZ tables for state, county, city. This is for the system to use common source of geography values across legal entity address, ship to location address and supplier/customer address.

As per note 461084.1, it seems vertex data file will be loaded into TCA Geography model and EBTax entities in one go.

So the issue is, to configure a regime, we first need LE's and OU' and because they needs a location, a location address will need some values which we might need to put them manually.
