How to enable Locators & Serial Numbers?

Dear All Experts,

Currently we are using Inventory, Purchasing & Order Management Modules. Now our business requirement is to enable Locators Control and Serial Numbers on all Inventory Organizations and on all Items. Here we have more than 10 Inventory Organizations and around thousands or transactions in it. So can you help us to know that in which sequence we should close our transactions and how?

How to enable locators on Inventory Organization as so many transactions are in pending. Please help us.
