you are not allowed to create order line because: order has been closed

I am trying to add order lines through API 'oe_order_pub.process_order' but an error message shows 'you are not allowed to create order line because: order has been closed' while order is in 'BOOKED' status. Screen shots is attached for reference.

 

And also adding a line through form directly but same error message returns.

 

Kindly help to resolve this issue.
