How to Fill a Container Using P4116

I have two items numbers to represent empty and full containers... 502186 and 502187.  Item number 494040 represents the product that is loaded into the full container.

If I try to reclassify 502186 and 494040 into 502187 I am presented with this hard error...

Clearly it makes no sense to have a GA to EA UOM conversion.

In the absence of Bulk Inventory management (P415101), what is the proper way to fill a container using reclassification (P4116) that does not give this goofy error?
