OAM Patch Wizard: Applied Patches - Version in APPL_TOP is Incorrect

We're performing a little deep analysis of a requested patch and noticed that the Versions for files in APPL_TOP displayed in the OAM Patch Impact File Details are actually not correct, even after running adadmin -> Maintain Applications Files menu -> Maintain snapshot information -> Update current view snapshot -> Update Complete APPL_TOP

(referenced as a solution in OAM Registered Flagged Files Does Not Display Correctly The Number Of "Flagged Files Changed" (Doc ID 1533608.1))

According to OAM:

As an example, on the OS level these files are these actual version numbers (which match the package versions installed in the database):
