Deploy a new report template for Oracle report Print Statements (ARXSGPO)

I have created a RTF report template in BI Publisher Template Builder and my plan is to use this new report template with the existing Oracle Report ARXSGPO (Print Statements) (Receivables)


However, the resulting output is in XML.

I have attached a word document that shows the steps that I have followed. Any help would be greatly appreciated.
