How to clone database only in a R12.1.3 environment?

Hi,

We have 12.1.3, 11.1.3 on linux. The user wants us to clone the database only not the applications from a prod to a dev. What are the steps? After the database is restored, do I need to terminate the pending resquests, .... anything I normally do to the database after a complete Applications clone? Do all the post clone steps?
