MFS-Laptop for R12.1.3 webtogo is not starting "olil950.dll is not loaded! The erro code is : 126"

After installing Mobile Field Service Laptop webtogo should start automatically, User laptop language is Chinese

Corrected host entry and tried to start webtogo from multiple options, After executing webtogo from command prompt we have got below error:

"c:\mobileclient\bin>webtogo

olil950.dll is not loaded! The erro code is : 126."

Metalink Note # 1053465.1 is referring to same issue for 11.5.10, is it applicable for R12.1.3 as well?

In Note 1053465.1 It is not clearly mention in note that how to get olil950.dll file to copy in server. and how to correct language for Mobile Field Service Laptop plateform, it is already set for English and rest of the world in organization is using same.
