Can shipment zone be used as a variable for rates in transportation?

Hi,

I'm trying to set a rate that uses the shipment zone as a variable for a rate, but the load zone is used instead.

For example:

I created two sales orders, each with one line and one shipment.

Both shipments are placed on the same load. One of the shipments is being delivered to zone A and the other to zone B.

The load zone is left blank.

In this scenario, the carrier is going to charge us a fix amount, plus an extra amount for each stop, depending of the zone of the stop.

For instance, 100 dollars fixed, plus 10 dollars for each stop in zone A, plus 15 dollars in zone B.
