read-only responsibility 11i

Hello,

EBS: 11.5.10.2

RDBMS 9.2.0.8

I have a migration to do for some product in my EBS 11i instance to EBS R12 and I need a way to make the responsibilities of those products read only.

Is there a way to do that in order to let the responsibilities of the other products which are not concerned by the migration read-write .
