ReIM cost resolution vs quantity resolution

Scenario : During invoice matching, reim created both cost and quantity discrepancy. Will be there any impact if we resolve cost discrepany first and then quantity. I heard that we should always resolve quantity first and then cost (but not proven though). Is this true? If yes, could you please give me an example to prove that?
