Min-max in One EAM Org with multiple sub Inventory deliver to locations?

Scenario: One EAM ORG with 10 sub inventories in 10 different deliver to locations.  EAM Work orders are for specific locations (EAM Departments) but they all in one ORG. How do we run min-max so that multiple Requisitions created for deliver to each sub inventory locations based on 1) demand at the location as well as 2) on hand at the sub inventory of that location.

I don’t like the idea of creating separate org just to accomplish this. Am I out of luck with no options?
