Work order completion with past dates, mater value

Dear all,

Please advise if its possible to complete work order with: actual end date in the past and with asset meter value < current meter value.

Work orders left outstanding without completion, however meter values were updated and increased.

Now actual work order completion information such as date and meter value is less than current information.
