I am on windows 7 with MS Office Professional 2013 - Cannot properly load BIP

I am on windows 7 with MS Office Professional Plus 2013 32 bit and I tried to install 11.1.1.9 BI Publisher add in for windows. I also kept getting failed installs until I closed EVERYTHING. Now I was able to install it and it initially appears fine but cannot load XML data nor are other options available.

I am also looking for answers for this issue.
