Unable to create Move Order

Hello Guru's

We are using a seeded Move order API to create move orders but for some of the items we are not able to create the move orders.

We are able to create the move order manually, but when ever we are trying to use API it wont create the move order.

Attached is log file for your reference.

Kindly let me know if you need any more info.
