How can I export profiles and see the rules applied to be able to mass copy to other profiles?

There is a rule set up in one of my profile examples that I would like to copy to many (20k+) other profiles.  I thought that the easiest and least time consuming would be to export the profile and copy it's options/attributes/detail to the others within a .csv file that could be re-imported, but the extract does not show the detail of the rule to enable copying. 
Has anyone experienced a similar issue and can provide a solution?
