Budget Calculation

We are working in a project for customer and they wants to implement Module "Position Control" Budget and Headcount and my questions are as follow:

1. We are trying to understand how the Budget is calculating or distributed during the fiscal year.
2. What is the formula to distribute the salary (Budget)
3. What are differences between Effective Budget vs Projected Budget.

Basically, we are trying to understand, how the system handled the Budget amount if we hire or transfer an employee.

I would appreciate any additional information you may provide us.
