Why can I not see the company segment in the LOV when setting up new inventory org parameters?

I have created a new legal entity and operating unit linked to an existing ledger.

When I create a new inventory org - I cannot create the default accounts for inventory as I cannot see my company segment value in the LOV.  What could the problem be?
