Material Status Control at Locator level only

R12.1.3

I have created a new Material control and checked the Locator box only. There are a number of Locators assigned to the Subinventory but I want to disallow a subinventoory transfer  in one locator only. I assigned the status to the locator disallowing a sub transfer but it does not work.. The Subinventory has a different status. Does the Sub status take precedence over the Locator status ?
