Validation Error despite 0 Errors

After upgrading FDMEE to 11.1.2.4.0 from 11.1.2.3.530 we cannot get past the Validate step. It shows 0 Errors but its still greyed put. If I turn off the Validation Report, there is NO problem loading the data to HFM as its all actually correct
The error is as followed:
