syslogd startup logging

In the middle of an audit running solaris 10 (  5.10 Generic_150400-20 sun4u sparc SUWN, SPARC-Enterprise) and one of the requirements was to show that syslogd logs when it is shut down or started.  When giving the command svcadm disable system-log there is an entry showing syslog is being shut down but when running svcadm enable system-log there is no log entry.  Is this a known limitation to syslogd or is there something missing in the syslog configuration.  I have been unable to find any mention of this particular issue thus far.
